4/22: Reserved Channel Development Community Advisory Committee (CAC) Meeting at 6pm. The project is an 8 acres development with eight new buildings of proposed uses including a variety of commercial, research and development, civic, and residential housing. This CAC is a joint BPDA and MEPA review group. This meeting will lay out the process.  

4/23: Reserved Channel Development Kick-off Meeting at 6pm at the Condon School, 200 D St. Oxford Properties Group and Pappas Enterprises, is hosting this in-person meeting to discuss the proposed project. This event is the first in a series of four meetings to review the entirety of the proposed project. Later meetings will have more specific topics, including transportation infrastructure, resiliency, public realm and open space, and built form.

Just In: No Parking on A Street Between Necco & Wormwood

updated 4/4/22: No parking area extended on A St from Necco Street to Binford Street from 9:30am to 3:30pm through April 7th.

There is no parking on A Street between Necco and Wormwood Streets Monday - Friday from 9:30 am to 3:30 pm starting today, March 9th, through April 7th. Be sure to move your car by tomorrow morning and every weekday morning before 9:30am to avoid it being towed. Please help spread the word to your neighbors. 

The parking restrictions are due to the start of utility work on A Street. Vicinity Energy is running a new steam pipe from their existing service on West 2nd Street to 15 Necco Street, which National Alexandra Real Estate Equities announced will be the future home of Eli Lilly's Institute for Genetic Medicine.

The work is expected to last through the fall. It will be done in sections of approximately 150 feet and when an area is being excavated parking will not be allowed.

What Is The Resilient Fort Point Channel Infrastructure Project?

A Resilient Fort Point Channel Infrastructure Project Environmental Notification Form (ENF) has been submitted on behalf of the City of Boston and Boston Planning and Development Agency (BPDA) for the construction of:

• a  2,090 linear foot (lf) mixed berm and floodwall mitigation structure with 14 outfall backflow prevention flap gates along a portion of the Fort Point Channel’s southeast shoreline between approximately 15 Necco Street and Dorchester Avenue. 
• the installation of three interim flood protection barriers across the western end of Necco Court, A Street under the Summer Street overpass, and West Service Road under the Summer Street overpass.

The purpose of the project is to reduce flood damage and provide protection to nearby populations, infrastructure, utilities, and structures in the 100 Acres Master Planning Area, which is bounded by the Fort Point Channel to the west, Summer Street to the north, the South Boston Bypass Road/Haul Road to the east, and West Second Street to the south, and portions of South Boston.  The project was also discussed at the FPNA Neighborhood Gathering Kickoff on January 25th by Joe Christo, Senior Resilience and Waterfront Planner, BPDA Climate Change and Environmental Planning. The project will permanently impact 760 lf of Coastal Bank and 68,887 sf of Land Subject to Coastal Storm Flowage (LSCSF) and temporarily impact 60,273 sf of LSCSF.  The project will involves removal of 1.3 acres of impervious area.

The project requires the submission of an ENF pursuant to 301 CMR 11.03(3)(b)(1)(a) and 11.03(3)(b)(1)(f) because it requires a State Agency Action and involves the alteration of Coastal Bank and greater than ½  or more acres of any other wetlands. 

The project requires:

• a Chapter 91 (c. 91) License from the Massachusetts Department of Environmental Protection (MassDEP)
• an Order of Conditions from the Boston Conservation Commission, or in the case of an appeal, a Superseding Order of Conditions from MassDEP.

The project is receiving a Pre-Disaster Mitigation Grant for $10,000,000 from the Massachusetts Emergency Management Agency (MEMA) via the Federal Emergency Management Agency (FEMA).

Comments will be welcome in writing until February 22, 2022 (new date) and may be submitted via email to Erin Flaherty, Environmental Analyst, Massachusetts Environmental Policy Act Office

A Certificate on the ENF will be issued on February 25, 2022 (need revised date).  Deadlines may be extended.  Please check the New Environmental Monitor for up to date comment period deadlines.

The applicants, ARE-MA Region No. 74, LLC and ARE-MA Region No. 72, LLC (Alexandria Real Estate Equities and National Development), are seeking a Consolidated Written Determination to reauthorize the uses of two (2) 6-story existing office buildings at 5 Necco Street; construction and maintenance of a 12-story new office building at 15 Necco Street; and associated open spaces and public amenities located on filled tidelands of the Fort Point Channel at 5 and 15 Necco Street, Boston, Suffolk County. Additionally, the Applicant seeks an extended license term pursuant to 310 CMR 9.15(b). The proposed project has been determined to be Nonwater-Dependent.

15 Necco At Boston Civic Design Commission Committee Tuesday Night

Please attend and give your input. At this meeting, the BCDC may recommend the 15 Necco design for approval at the August 4th full Commission meeting. 

15 Necco Design as of June 30, 2020

The BCDC meets to discuss the public realm impacts of major projects currently being reviewed by the BPDA. Committee meetings are open to the public. View the 15 Necco Street for last month's 15 Necco BCDC presentation and all public documents to date.  

The next meeting is the BPDA 15 Necco IAG meeting scheduled for Thursday, July 30th at 5:30 pm. The public is welcome to listen in and give feedback as time permits.

Latest on 15 Necco

National Development and Alexandria Real Estate Equities made some updates to the architectural design and ground floor uses. The developers presented their project modifications at the February 27th BPDA Public Meeting as many of you (over 120 neighbors) can attest.

The comment deadline was extended to Friday, March 13th in order for the community to give input on the revised proposal.

Revised Project Highlights

• Architectural Design- Does the revised design now fit within the existing neighborhood and set the tone for future development along the Channel?
• Mechanical Penthouse- No reduction yet to 35' mechanical penthouse. 
• Civic & Cultural Space-  Does the civic and cultural space meet the needs of the neighborhood? Original commitments included over 25,000 square feet of collaboration space, community work lounge and museum in addition to café and restaurant space. Latest proposal is 2,000 square feet of non-profit use and 2,700sf lobby corridor with “touch-down” (tables, chairs & wifi) space with the remainder of the space dedicated to restaurant and retail.
