Updated 08/01/23 with the meeting presentation of the Cypher St. remediation for the Cypher & E Street improvements project. The environmental remediation is scheduled to start in September and the entire project including road improvements is anticipated to last 18 months. A preconstruction meeting is targeted for August with a repeat meeting in September. 

Massport and MassDOT are planning to make changes to Cypher Street as part of their Cypher/E Street Improvements Project, which will require work to take place on top of polluted soil in the area underneath and adjacent to Cypher Street.

In the late 1990s, toxic waste was discovered in the area around Cypher Street stemming from the existence of an industrial junkyard on the site. It was partially cleaned up and sealed with caps in the areas of highest concentration of PCBs under the supervision of the Environmental Protection Agency (EPA). In 2016, during consideration of holding the Grand Prix Indy Car race in South Boston, the issue of PCBs under Cypher Street arose again. Any change in use of that area needs approval by the EPA. Originally the site was to be remediated with the expansion of the Boston Convention and Exhibition Center, which is now on hold.  The Massachusetts Convention Center Authority is looking to develop parcels on D & E Streets.

Traffic Advisory: Overnight Haul Road Closure Starting Today

The following traffic advisory is courtesy of the Seaport TMA. 

Please be advised that starting Tuesday, May 30 through Friday June 2, 2023, the westbound segment of Massport Haul Road to South Boston Bypass Road and I-90 East will be closed during overnight hours. A description for the overnight closure and detour is below.

Overnight Haul Road Closures This Wednesday & Thursday

On Wednesday, October 12 and Thursday, October 13, the westbound segment of Massport Haul Road to South Boston Bypass Road and I-90 East will be closed during overnight hours.

MassDOT Neighborhood Capital Transformation Year End Review

The Red Line Transformation (RLT) team recently completed the installation of the Red Line Test Track and Vehicle testing Facility. Additional upgrades to Red Line signals and to the Cabot Yard and Vehicle Maintenance Facility will continue into 2022 and will ultimately result in increased safety, reliability, and capacity for Red Line riders.

• The new Red Line vehicle testing facility is now complete. The new facility is the final part of the Red Line Test Track project.
• With the Red Line Test Track project complete, new Red Line vehicles can be delivered, tested, and commissioned more quickly and efficiently.

The Red Line Test Track project included three improvements:

• Replacing freight tracks with Red Line-compatible tracks and a third rail
• Installing a new mobile traction power substation with improved data connectivity
• Constructing a new vehicle testing facility

The new test track was built next to Cabot Yard (near Broadway station), allowing easy access for vehicle deliveries.

The test track connects to the vehicle testing facility, where crews will commission the new Red Line vehicles built in Springfield, MA.

With these projects complete, the new vehicles will be tested in a dedicated space without interfering with regular maintenance or competing for access on the mainline with regular service.

Red Line Capital Investment Project Overview: The Red Line fleet will be entirely replaced with modern, more efficient, more spacious vehicles by 2024.

 Budget: $1 billion (total value for Red Line and Orange Line new vehicles)
 Status: One new train added to the fleet; more in production

MassDOT Sidewalk Improvements Starts Tuesday

MassDOT is repairing sidewalks, crosswalks, and pedestrian ramps previously constructed under the CA/T Project (Big Dig) along A Street, Boston Wharf Road and Congress Street in advance of turning over these assets to the City Of Boston. There will be street parking restrictions.

Project Scope
A Street: from Iron St. to Melcher St. 
Boston Wharf Rd:  Easterly side only. 
Congress St: from Boston Wharf/West Service Rd to 1-90 ramp.

Starting Tuesday, June 9, 2020, sidewalk and curb repair preparation will begin on A Street starting at Iron Street. Sidewalks closures will occur from Richards Street to the Summer Street underpass as the project advances. The work will be performed in three phases and street parking will be impacted. The pedestrian sidewalk path will be diverted around the work zones and access to the buildings with front doors on A Street will be coordinated by the on-site construction team. There will be a temporary pedestrian pathway created in the bike/parking lane after hours. Pedestrian channeling devices and cones will be used to create this walkway. In addition, trees will be protected and missing / dead trees will be replaced. The work is estimated to complete in 30 days.

Work Hours with Crew on Site: 7:00 am to 3:30 pm.
There maybe short periods of time during trench excavations where the side road will require a temporary closure and detour. All detours will be removed and all side roads opened by 3 pm each day.

All residential & commercial abutters to sidewalk reconstruction work zones will receive notices & no parking signs posted (72) hours prior to any work commencing.

What's Happening In The Channelside Parking Lot?

MassDOT is preforming work on the Ted William's tunnel including the Superplug joint where the underwater portion of the tunnel meets the land tunnel. 

As you can see a portion of the Channelside parking lot (near A Street & Necco) is closed off as a work zone. The remainder of the lot remains open to the public. Work will consist of erosion control, temporary utility relocation, temporary drainage, temporary lighting, and installation of support of excavation, excavation, dewatering, storage of fill, structural repairs to the Superplug joint, and restoration of the parking lot. Substantial completion of work pertaining to this stage must be reached by September 01, 2020. The work is being performed by R. Zoppo General Contractors and Builders and is taking place Mondays through Fridays from 7 am to 3 pm. 

Although Mayor Walsh issued an order to pause non-essential construction, the state is not required to follow the order. The City is starting to ease essential construction today. At the end of April, the City's Inspectional Services Department implemented safety protocols for essential construction work. 

• May 18, 2020 -The City of Boston will allow essential construction project on sites that meet the following criteria: (1) Projects are permitted, in compliance and have filed a Covid-19 Safety plan and a signed affidavit; (2) Project sites are sufficiently prepared to adhere to all criteria of their safety plan; and (3) the work is for hospitals, public schools, residential buildings [1-3 units], road and utility work, or other outdoor/open air-work such as steel erection, roofing and constructing foundations. 

• May 26, 2020 -The City of Boston will allow all essential construction projects to re-commence construction activities in adherence to their safety plans. This incremental approach will provide the time necessary to allow complex, large-scale development an opportunity to educate their workforce, safely remobilize and implement their site-specific Safety Plan.

Time For Better Transit In The Seaport District: Action Required

updated 7.2.19 with Seaport Strategic Plan meeting presentation.

You may have noticed the rapid growth in the Seaport- the high rise office buildings, the penthouse views, the stores, the restaurants and entertainment- and that doesn't take into account what is under construction and in the pipeline.  It makes you wonder, what's in the plans- the Seaport Strategic Transit Plan that is.

The focus is on transit, including the Seaport’s bus and shuttle network, water ferries, ride-sharing and bike-sharing, and other private-sector initiatives. It includes the MBTA’s Red and Silver Lines, MBTA bus service, and bicycle and pedestrian networks that connect them. It includes Fort Point.

Robust engagement with residents, advocacy groups, and business and property owners will be a key attribute of the Plan. The project team will seek input from the Seaport community on goals and objectives for improving transit through public meetings and briefings. The first meeting will be:

The Seaport Strategic Transit Plan will:

• develop an integrated inventory of pending development, infrastructure plans, and transportation projects and visions, including Go Boston 2030. The Plan also involves direct coordination with studies relevant to the scope, including the Silver Line Capacity Study conducted by Massport, MBTA’s Better Bus Project, and other transit initiatives.
• identify specific recommendations to improve the operations and capacity of the transit network serving Boston’s Seaport District. The Plan will study current transit connections and recommend specific improvements in the short-term, as well as for the next 15 years and beyond. 
• call for a comprehensive transit vision for the District based on a data driven understanding of the demands placed on the neighborhood by both existing and planned future development. 

Draft and final recommendations will be refined based on community and stakeholder feedback. Final strategic recommendations will demonstrate the benefits of a prioritized list of projects with estimated costs, funding sources, and operations and management strategies. The plan will include monitoring and reporting on the recommendations. Implementing the Plan will be a crucial element of the recommendations. The City hopes to implement immediate transportation improvements in the Seaport as the first step in a vigorous and successful Seaport Strategic Transit Plan.

ByPass Road Pilot Update

MassDOT presented Roadways Improvement Projects occurring in Fort Point and the Seaport at FPNA's (Fort Point Neighborhood Association) January 29, 2019 neighborhood gathering.  Part of the presentation focused on the South Boston Bypass Road (SBBR) Pilot, which started October 15, 2018 and will conclude September 30, 2019.

Will the SBBR be open permanently to non commercial vehicles? Currently, the pilot only allows for a one year opening of the road to all vehicles.  Per the MEPA (Massachusetts Environmental Policy Act Office) Advisory Opinion/Approval, the pilot can only be operation for one year and must be competed on September 30, 2019.  Beginning October 1, 2019, the road must revert back to commercial vehicle use only. Once the pilot is completed and all vehicle data counts are processed, a report of the findings will be presented to Secretary Pollack.  The Secretary will determine if MassDOT will pursue permitting through the MEPA process to ask to have the commercial vehicle only use lifted.

Is there any update to report on the pilot? 

Vehicle count data has been taken for the first three months of the pilot on the bypass road and is as follows:

• Inbound to South Boston from Frontage Road to Cypher/Richards Street – increase of 200 vehicles in the AM peak hour (8 am), increase of 95 vehicles in the PM peak hour (5 pm)
• Inbound to South Boston from Cypher/Richards Street to Frontage Road – increase of 155 vehicles in the AM peak hour (8 am), increase of 90 vehicles in the PM peak hour (5 pm)
• Inbound to South Boston from Frontage Road to Haul Road – increase of 1 minute and 10 seconds of travel time in the AM peak hour (8 am), increase of 39 seconds of travel time in the PM peak hour (5 pm).

The increase in traffic volumes is relatively low and is not having a significant impact to the commercial travel along the route. 

Counts will be taken again in March, and will include some specific intersections within South Boston

Might the pilot be expanded to bi-directional traffic? Due to the existing congestion on the Hegarty Overpass between the traffic signals at the North and Southbound Frontage Roads and approaching the South Bay interchange, there is no available lane capacity to increase the traffic in this direction. Allowing this movement may create significant queuing along the bypass road and increased travel time to access I-93. 

Community Feedback

As part of the commitment to MEPA during the pilot program, MassDOT is working to collect feedback on the use of the bypass road by the general public.  MassDOT is asking the public to reach out and provide any type of feedback on their experience using the roadway. Proposal:

The project will include improvements for truck access to Massport’s Conley Terminal, and expand/improve multi-modal transportation connections through the corridor. The proposed work includes new sidewalks and pavement, street lighting, traffic signal systems, improved drainage, accessibility ramps and crosswalks, separated bike lanes, new pavement markings, signing and landscaping in accordance with current state and federal standards.

A secure right-of-way is necessary for this project. Acquisitions in fee and permanent or temporary easements may be required. MassDOT is responsible for acquiring all needed rights in private or public lands. MassDOT’s policy concerning land acquisitions will be discussed at this hearing.

Written views received by MassDOT subsequent to the date of this notice and up to five (5) days prior to the date of the meeting shall be displayed for public inspection and copying at the time and date listed above. Plans will be on display one-half hour before the hearing begins, with an engineer in attendance to answer questions regarding this project.

MassDOT To Host North South Rail Link Public Meeting

The MBTA operates two largely separate commuter rail systems, divided by a one-mile gap between North and South Stations. This gap limits connectivity between rail systems to the north and south, including the MBTA and Amtrak, and has prompted interest over the years in linking the systems. A North-South Rail Link is considered to be a possible solution to alleviate traffic in the Seaport / Fort Point to/from North Station.

MassDOT is undertaking a Feasibility Reassessment for the North South Rail Link Project to update the prior work and determine if further technical and financial analysis is warranted.

The primary objectives of the North-South Rail Link Feasibility Reassessment are as follows:

Identify any significant changes to the context within which the NSRL would be implemented, such as demographic shifts, new transportation technologies and trends, and changes to the built environment.

Determine the major elements of the NSRL necessary to allow for an assessment of costs and benefits (two versus four tracks, whether or not to include a Central Station, the location of the north portal, as well as station and headhouse locations).

Identify a Right of Way envelope that could be used to inform future development plans in Boston, Cambridge, and potentially other impacted municipalities.

Develop an order of magnitude cost estimate, assuming the initial use of dual-mode locomotives allows the project to advance without full electrification of the commuter rail system. This cost estimate will be informed by recent experience in rail tunnel construction (both international and domestic) and industry best practices.

Estimate the benefits of NSRL, including ridership growth, increased system capacity, operational efficiencies, air quality improvements, and the creation of new redevelopment opportunities.

In celebration of historic preservation month, Boston by Foot hosted a special walking tour of Fort Point on Thursday, May 18, 2017 from 6 pm - 7:30 pm. The tour will focus on the Channel itself from how it came to be through the activities of the Boston Wharf Company, South Station development, the Central Artery/Tunnel Project, and recent activation efforts. It will feature the workings of its three remaining historic bridges, plus the memories of the Mt. Washington, the rolling bridges at South Station, and the ambitious cofferdam. The tour starts at James Hook, 440 Atlantic Avenue (corner of Atlantic & Seaport Boulevard). Tickets are $15. More details.

2.6.17: massDot postpones Monday February 6th meeting in order to allow the Heliport Working Group the appropriate time to evaluate and research the comments received on Monday, January 30, from residents, business owners and stakeholders.The Heliport Working Group greatly appreciates the public participation in this process and will continue to work with members of the community to evaluate additional sites suggested at the initial meeting before reconvening at a later date.

The Massachusetts Department of Transportation (massDOT) will host two public meetings seeking community input on a proposal to build a Heliport on the waterfront in Boston’s Seaport District. Officials from massDOT will present important discussion topics such as possible locations, air routes, and temporary and permanent design concepts.
