The environmental remediation is scheduled to start in September and the entire project including road improvements is anticipated to last 18 months. A preconstruction meeting is targeted for August with a repeat meeting in September.

In the late 1990s, toxic waste was discovered in the area around Cypher Street stemming from the existence of an industrial junkyard on the site. It was partially cleaned up and sealed with caps in the areas of highest concentration of PCBs under the supervision of the Environmental Protection Agency (EPA). In 2016, during consideration of holding the Grand Prix Indy Car race in South Boston, the issue of PCBs under Cypher Street arose again. Any change in use of that area needs approval by the EPA. Originally the site was to be remediated with the expansion of the Boston Convention and Exhibition Center, which is now on hold.  The Massachusetts Convention Center Authority is looking to develop parcels on D & E Streets.

The following traffic advisory is courtesy of the Seaport TMA. 

Please be advised that starting Tuesday, May 30 through Friday June 2, 2023, the westbound segment of Massport Haul Road to South Boston Bypass Road and I-90 East will be closed during overnight hours. A description for the overnight closure and detour is below.

Haul Road Closure Timing:

• Tues. 5/30 from 9 p.m. to Wed. 5/31 5 a.m.
• Wed. 5/31 from 9 p.m. to Thurs. 6/1 5 a.m.
• Thurs. 6/1 from 9 p.m. to Fri. 6/2 5 a.m.
• Friday 6/2 from 9 p.m. to Sat. 6/3 5 a.m.

The detour map and description are below. This closure is required to install permanent signage.

Boston Global Investors and their partners intend to construct a new Class A office building with significant public and cultural uses located at and around 401 Congress Street in the South Boston Waterfront District of Boston. The Project Site is owned by the Massachusetts Port Authority (Massport) and consists of two parcels containing approximately 1.6 acres of land. Parcel A2, which is currently a 1.1. acre surface parking lot; and the Triangle Parcel, which is a 0.48 acre of isolated, undeveloped land. The Project consists of a total of approximately 675,000 square feet: approximately 645,000 square feet on Parcel A2 and an estimated 30,000 square feet on the Triangle Parcel. Additionally, the Project contemplates approximately 30,000 square feet of surface improvements along the World Trade Center Avenue Viaduct outside of the primary parcels but also on Massport property.

Time For Better Transit In The Seaport District: Action Required

You may have noticed the rapid growth in the Seaport- the high rise office buildings, the penthouse views, the stores, the restaurants and entertainment- and that doesn't take into account what is under construction and in the pipeline.  It makes you wonder, what's in the plans- the Seaport Strategic Transit Plan that is.

The focus is on transit, including the Seaport’s bus and shuttle network, water ferries, ride-sharing and bike-sharing, and other private-sector initiatives. It includes the MBTA’s Red and Silver Lines, MBTA bus service, and bicycle and pedestrian networks that connect them. It includes Fort Point.

Robust engagement with residents, advocacy groups, and business and property owners will be a key attribute of the Plan. The project team will seek input from the Seaport community on goals and objectives for improving transit through public meetings and briefings. The first meeting will be:

The Seaport Strategic Transit Plan will:

• develop an integrated inventory of pending development, infrastructure plans, and transportation projects and visions, including Go Boston 2030. The Plan also involves direct coordination with studies relevant to the scope, including the Silver Line Capacity Study conducted by Massport, MBTA’s Better Bus Project, and other transit initiatives.
• identify specific recommendations to improve the operations and capacity of the transit network serving Boston’s Seaport District. The Plan will study current transit connections and recommend specific improvements in the short-term, as well as for the next 15 years and beyond. 
• call for a comprehensive transit vision for the District based on a data driven understanding of the demands placed on the neighborhood by both existing and planned future development. 

Draft and final recommendations will be refined based on community and stakeholder feedback. Final strategic recommendations will demonstrate the benefits of a prioritized list of projects with estimated costs, funding sources, and operations and management strategies. The plan will include monitoring and reporting on the recommendations. Implementing the Plan will be a crucial element of the recommendations. The City hopes to implement immediate transportation improvements in the Seaport as the first step in a vigorous and successful Seaport Strategic Transit Plan.

CommonWealth Pier (Seaport World Trade Center) To Be Revitalized

Pembroke, an international real estate business associated with Fidelity Investments, is proposing to revitalize Commonwealth Pier known for over three decades as the Seaport World Trade Center (SWTC). 

Pembroke introduced the Commonwealth Pier Revitalization Project first at FPNA's Fort Point Seaport Neighborhood Meeting on February 26, 2019. The proposed revitalization of SWTC will modernize and re-position the existing historic building and Pier for expanded use as a place for work, retail, events and active public waterfront experiences within the city's Seaport District. The project will enhance its current uses by replacing the existing exhibition hall with new public realm spaces and improvements and expanded ground-floor retail space, as well as creating new flexible and innovative office space and first-class event spaces. Fidelity Investments will occupy the office space.

Commonwealth Pier is owned by Massport and situated within a designated port area (DPA). The project will undergo the City's Boston Planning & Development Agency (BPDA) Article 80 Large Project Review as well as the MassDEP Waterway Act Chapter 91 licensing process.
