July 20: BPDA Proposed Zoning Amendments of Floor Area and Other Definitions Public Meeting from 6pm-7:30pm. The proposed amendments will update several terms in the definition sections in Articles 2 and 2A, including Filled and Flowed Tidelands, Gross Floor Area, and Floor Area Ratio (FAR) to make clear that tidelands/land underwater is not included in lot area and FAR calculations and that above-grade parking structures are included in Gross Floor Area. What You Want To Know To Start 2021

Welcome to the first full week of 2021. 

Here are a few things you might like to know:

Yesterday (1/5/21), Mayor Walsh extended Boston's modified reopening phase 2, step 2 for at least three more weeks until January 27, 2021 to help reduce the spread of COVID 19. 

If you have a Christmas tree and are looking for a free way to give it a new life, the City of Boston is offering free pickup on the first recycling day of this week and next week. The first recycling day of the week in Fort Point and Seaport appears to be Thursday. To be sure, check your recycling trash day. The tree must be ready by 6am and clear of ornaments, lights and tinsel in preparation for compost shredding. The compost will then be distributed to Boston Parks to help new plants grow.

There is a new electricity supplier in town through the City of Boston Community Choice Electricity Program. If you are an Eversource basic customer and do not opt out by Jan. 11, you will be automatically enrolled in the City program. Eversource will continue to bill you and deliver your electricity. You will see the supplier listed as Constellation NewEnergy, Inc.   If you already have an alternative electricity supplier, you will not be impacted; however, you may sign up for the City program if you wish. The City program does not guarantee a lower rate than Eversource. It does offer more renewable energy. If you have questions not answered on the Community Choice Electricity Program website, there are virtual office hours  on Tuesdays and Thursday 12pm - 1pm. through February 2, 2021.

The Return of Community Meetings   

Jan. 6 at 6pm: 776 Summer St (former Edison Power Plant site) Public Meeting. In case you missed the December meeting, you can find out more about this 15.2 acre mixed development and community benefits as the development team advances the plan development area (PDA) for approval.

Jan. 7 at 6pm: Hook Wharf (James Hook site) Impact Advisory Group Meeting, The public is welcome to attend to hear about the proposed hotel and restaurant with public realm and Harborwalk improvements.  

Jan. 12 at 5:30pm: Fort Point 100 Acres Open Space Concept Plan Virtual Open House to present the release of the draft plan for community feedback. The park designs and network is to strengthen connections to the waterfront, create a more resilient community and expand recreation, events, and green space public access. The project scope expanded to include complementary ground floor use recommendations for park visitors.

Jan. 12 at 6:00pm: Hook Wharf Public Meeting to review the Hook Wharf project and allow for more public engagement is cancelled due to the Mayor's State of the City. The meeting will be rescheduled. 

Jan. 12 at 7:30pm: Mayor Walsh's State of the City address will be broadcast on all major local networks as well as livestreamed on Boston.gov.

Jan. 13 at 6pm: Coastal Flood Resilience Zoning Overlay (CFROD) Public Meeting. The CFRZO provides new zoning definitions, dimensional and use standards for development projects to promote resilient design and better prepare new and existing buildings for future coastal storms and sea level rise. The meeting will include a presentation of the draft zoning article and overlay district, followed by Q&A and comments. 

Jan. 14 at 6pm: Fort Point Channel Landmark District Commission Public Meeting  is cancelled. 22 Boston Wharf Rd: At the roof level, construct a roof deck, egress stair and head house.

Jan. 15 at 10am: Coastal Flood Resilience Zoning Overlay (CFROD) Public Meeting. This meeting is a repeat of the one on Jan. 13th.

Power Plant Redevelopment Under Port Review

In response to a request by the developer of the former L St Edison Power Plant, HRP 776 Summer Street LLC, the Massachusetts Office of Coastal Zone Management has agreed to to review the South Boston Designated Port Area. 

The Office of Coastal Zone Management will take public comment for 30 days from the publication of the notice (Posted July 12th in the Environmental Monitor).

The design of Boston's leading center for architecture and design creates a single gesture of a soffit, a monumental stair, and a billboard to make BSA Space both visible and accessible to the public. BSA Space is home to the Boston Society of Architects/AIA and the BSA Foundation. The space hosts exhibitions, walking tours, and other programs that encourage collaboration. The exhibition currently on view is The New Inflatable Moment, which explores the resurgence of inflatable installations in

This 4,300 square foot space is an open design suitable for building 10-foot wooden skiffs. The construction process of the boats teaches Boston Public Schools students about teamwork, mathematics, design, and spatial relations. It helps to fire students’ imaginations, provide access to launch boats, and give students a place to assess the marine environment. Community Boat Building is able to occupy its current space through offsets stipulated by the Chapter 91 Public Waterfront Act. Wheelchair Accessible. Built in 2014.

Built on the site of the former waterfront rail yards, the building is inspired by the area’s industrial past. It is composed of two basic volumes: a long, low bar references box cars that once populated the site, and an angular shell recalls the shipping industry’s boats and waterfront warehouses. District Hall is the first freestanding, city-championed innovation center of its kind in the country. Inside, find a restaurant and café, workspaces, and classrooms. District Hall’s mission is to build, strengthen, and connect individuals and communities of innovators.Wheelchair Accessible,  Built in 2013, designed by Hacin + Associates.

L Street Power Station

Built at the turn of the 19th century as a power plant that supplied much of Boston’s growing energy needs, L Street Power Station was operated as a power plant through the beginning of the 21st century. It was purchased in a joint venture between Hilco and Redgate in April 2016 who plan to redevelop it into a vibrant, arts- and industry-themed, mixed-use project that celebrates its special history. The main turbine hall of the station is open to CB17 visitors. Built in 1903, designed by Boston Electric Company.

Built in the 1950s to serve fishermen, longshoremen, and their families, the Chapel moved to a new site this year to better serve local workers. The new chapel retains much of its nautical heritage with a ceiling patterned after the hull of a ship and walls inscribed with the prayer “They that go down to the sea in ships, that do business in great waters…” It is a beautiful house of prayer, intimate in size, but majestic in its elements. Wheelchair Accessible. Built in 2017, designed by Cram and Ferguson Architects.

Stage Set For Power Plant Redevelopment

HRP 776 Summer Street, LLC, a joint venture of Redgate Real Estate Advisers and Hillco Redevelopment Partners, filled a letter of intent with the Boston Plans and Development Agency (BPDA) on April 24, 2017 for the redevelopment of the Edison Power Plant located at 776 Summer Street.  

The filing comes after two public Open Houses (Summer & Fall 2016) and two community workshops in January and February. Based on the recommendations of hundreds of South Boston residents, the project will:

• Take down the walls and fences surrounding the 15.2-acre site and create connections into and through it, so the property is accessible to the South Boston neighborhood down to the edge of the Reserve Channel
• Rehabilitate and reopen three historic turbine halls, “allowing them to become the heart and soul of the project”
• Create an acre-plus public open space adjacent to the Reserve Channel “that celebrates the working port”
• Add local retail and other neighborhood amenities in ground-floor spaces
• Create both indoor and outdoor spaces that support an arts and industry district for artists, artisans and makers

The proposed redevelopment of the approximate 15.2 acre site will most likely involve partial demolition and partial re-use of the existing buildings (Turbine Halls), and the construction of eight new buildings over the next 10 - 15 years. It is anticipated that the completed project will be 2.1 million square feet of residential, office, hotel, restaurant and other commercial uses along with ancillary parking. 

The filing of a letter of intent is followed by the submission of a project notification form, which starts the Article 80 review process. Given the size and complexity of this project, a planned development area plan will most likely be necessary.

The meeting will be held in the two story administration building at the north end of the property nearest the Summer Street bridge. For safety reasons, due to inadequate lighting and surface irregularities, parking on the premises will not be available. Suggestions:  on street parking, Uber or Lyft or Southie Shuttle. For Southie Shuttle call for pickup at 617-268-4110. Best to call for reservation after 5:30 pm a few days before the meeting.

The BPDA (formerly known as the Boston Redevelopment Authority) continues the planning process for the redevelopment of the L Street Edison Power Plant located at 776 Summer Street with two community charrettes in February to accommodate public input on housing, transportation, public realm improvements, cultural facilities and placemaking at the Edison Power Plant site. The first occurred Wednesday, February 8th from 6 pm to 8 pm and the second will take place Saturday, February 11th from 10 am - 12 pm at the Tynan School/Community Center located at 650 E 4th Street. The same information will be presented at both; therefore, you only need to attend one workshop. The process will inform the development plan for the property and future zoning. A walking tour occurred January 21st from 9 am - 11 am. The second tour took place Saturday, January 28th from 1 pm - 3 pm. Tours started at the entry gate to the Edison Power Plant located at 776 Summer Street.

Power Plant Redevelopment Opens Possibilities for South Boston

Redgate hosts second open house to discuss the re-development of the L Street Power Station in South Boston on:

 Tynan School at 650  E. 4th Street.

In partnership with Hilco Global, which specializes in redeveloping industrial sites, Redgate purchased the 18 acre waterfront site of Exelon Corp.’s New Boston Generating Station this spring for $24.25 million, The site is located next to Boston Harbor's Reserved Channel at the corner of First and Summer Streets.  A mixed use development retaining historically significant elements is anticipated. 

The South Boston Arts Association (SBAA) is in active discussions with civic leaders as well as the new owners to specifically look at an Arts and Cultural Community Center on the first level. SBAA envisions a gallery, art workshops for children and seniors, a performance center for plays and concerts and a building which preserves history while shaping the future of South Boston.
